The PASS Partnership Principles

The PASS Partnership unites a diverse coalition of community organizations in support of the core principles of the PASS Act. The coalition members of the PASS Partnership will only consider a measure meaningful if it contains, at a minimum, the following:

1. A clear and accessible way for students, parents, educators, school staff, and administrators to report incidents of bullying, cyberbullying, and harassment.

2. Training of administrators, teachers and students, on how to address issues of bullying, cyberbullying, and harassment when they arise.

3. A policy that specifically prohibits bullying, cyberbullying, or harassment in public schools, including but not limited to, on the basis of race, national origin, ethnic group, religion, sexual orientation, gender identity, sex, or physical or mental disability.

4. A process to secure the above principles in a way that avoids unfunded mandates for school districts.

The PASS Partnership welcomes the support of local, state, and national organizations with a vested interest in the welfare of Pennsylvania student youth. We especially welcome faith organizations, civic associations, and educational groups to support the partnership.
